Co-producing urban neighborhoods: (non-)interaction between citizens initiatives and municipalities in Germany.

Abstract: Although the concept of coproduction is widely established in spatial planning, it remains ambiguous in scientific debates. In particular, co-production at the neighborhood level – broadly described as joint effort of public sector professionals and citizens in the initiation, planning, design and implementation of public services – remains poorly understood and systematized. This paper identifies 1.) how citizens' initiatives position themselves vis-à-vis municipal bodies in carrying out their activities and 2.) to what extent and why they (do not) contribute to co-production processes in their neighborhoods in this way.
To this end, qualitative interviews with representatives of citizens' initiatives from two German major cities were analyzed. The results provide insights into how they (want to or do not want to) interact with local public administrations, political decision-makers, and other municipal bodies on issues that affect citizens' everyday lives.
